Default Seeking Insights from V8 Miata Swap-ers in the Seattle Area

I'm assessing feasibility of registering a 1991 Miata with an LS1 engine in the Seattle metro area. Naturally and darnit, my primary residence address is in an area requiring emissions.

Is there anybody else in the Seattle metro area who has successfully cleared emissions and registered a swapped Miata?

If so, I would be very, very grateful if I could speak with that (those) person(s) about feasibility and the odds of regulatory success.

waswadener: What was the result? I've been considering building a LS3 Miata and live in Snohomish county. I've always assumed it would pass the non-OBDII emissions testing but wasn't 100% sure.
